Stray dogs: they’re everywhere. It’s unclear to most where they’re coming from, but they’ve become one of the Harvey’s biggest public safety crises in recent years. City Council recently approved an ordinance that aims to ensure stray dogs be apprehended upon their sighting. But will it be enough?
